“Now, we work together as a community… now, we feel better prepared for floods.” - Higenyi Yowasi, chairperson of Doho village, Butaleja District In November 2023, severe floods were forecast to affect several regions in Uganda – with a probability high enough to meet the trigger threshold in the Uganda Red Cross Society’s Early Action Protocol (EAP) for Floods. Once the EAP was activated, funds were released for a series of anticipatory actions to be carried out and reduce the expected impacts of the floods. In July 2024, the Uganda Red Cross Society and the Anticipation Hub visited communities in Butaleja and Mbale, two of the affected districts in eastern Uganda, to hear their experiences of these anticipatory actions. Our new case study shares their testimonies, as well as those of Uganda Red Cross Society staff and volunteers who were involved in this activation. A new research paper, 'The Role of Local Actors and Local Knowledge in Trigger Development for Anticipatory Action', by Sören Schneider has been published by the Institute for International Law of Peace and Armed Conflict (IFHV). The study highlights practical pathways and the benefits of systematically centring trigger development or adoption processes for #AnticipatoryAction around local actors and their knowledge. Designed especially for organizations with a genuine interest in anticipatory action, but limited operational experience, the paper serves as a roadmap for fostering local leadership in trigger development. It demonstrates how the systematic integration of local actors and local knowledge can reduce technical barriers, enhance context-specificity, strengthen local ownership and community acceptance, and promote the sustainability and institutionalization of frameworks. In addition to a collection of good practices and recommendations, it includes a detailed case study of locally led trigger development in the province of Catanduanes, Philippines. The study was conducted as part of a joint capacity-sharing project for humanitarian NGOs, implemented by IFHV and VENRO, the umbrella organization of development and humanitarian non-governmental organizations in Germany, and funded by the Auswärtiges Amt (Federal Foreign Office) Germany.
